Qualified Emergency Manager in Indian Country (QEM-IC)

AA/AS degree or 90 college units with a 2.5 GPA or higher

With three (3) classes in American Indian Studies, Anthropology, or Ethnic Studies, or Other*


5 years of relevant work history in Emergency Management

  

Participated in a total of five (5) functional exercises, integrated capstone events (ICE), or disasters.

  9. IS 660 Introduction to Public-Private Partnerships
  10. IS 703.b National Incident Management System Resource Management
  11. IS 706 NIMS Intrastate Mutual Aid - An Introduction
  12. IS 908 Emergency Management for Senior Officials.

Additional requiremements:

 

  1. EM 385-1-1 
  2. Red Card (Incident Qualification Card)
  3. S -130 Firefighter Training
  4. S-190 Introduction to Wildland Fire Behavior
  5. L-180 Human Factors in The Wildland Fire Service
  6. Pack Test 
  7. E/G/L 191 Emergency Operations Center/Incident Management Team (EOC/IMT) Interactive Training Course or G775 EOC Management and Operations or participation as part of the EOC in the Integrated Capstone Event (ICE) at the Center for Domestic Preparedness (CDP).
  8. 400 hours in training in safety, emergency management, or Tribal cultural competency (100 hours may be from the AEM-IC).


10 total contributions to safety or emergency management such as:

  1. Training or Curriculum developed.
  2. Volunteering on boards or committees.
  3. Professional memberships in safety or emergency management
  4. White papers
  5. Peer reviewed articles
  6. Public Speaking engagements
  7. Other as approved*

Pass a comprehensive 200-question proctored exam or complete an approved Capstone project in emergency management.

Pass an interview panel consisting of a Tribal Council member, an experienced emergency manager, a FEMA/CAL OES representative, a first responder, a tribal community member, and a Tribal elder.
